Credit: From here! Interview with Kubo Mitsurou from spoon2di v21. I translated nothing!, just compiled this for personal reference.
Kubo: Via the last scene, I wanted the viewers to picture a world where Yuri practices around Yurio & Yakov while Viktor is still his coach.
Q: So Viktor is still Yuri's coach.
Kubo: Yes. He's returning to his career while coaching Yuri at the same time. Viktor decided to follow this path knowing full well how difficult it'd be even with the two of them supporting each other.
Kubo: From the beginning, I was planning a finale where Yurio wins but isn't satisfied with the result because Yuri's FS score is higher.
Kubo: One of my plans for the last ep was presenting Viktor suddenly sliding in to skate with Yuri for their exposition after he casually declares he's returning to competing.
Kubo: I didn't want this story to be one of Yuri trying to defeat Viktor - figure skating is all about how well you yourself can perform, and so I thought their relationship would be better if it was built on them mutually inspiring one another.
Kubo: It turned out Viktor and Yuri can't live without each other and can't think about separation and had to revise their initial plans.
Kubo: The scene where Yuri and Viktor pair skate is something both the director and me always wanted to include as the last moment.
Kubo: I'm sure some people predicted the pair skate would happen because the OST included a duet version of Viktor's FS song. (laughs)
Kubo: When ordering Georgi's song, I specified the contents should make him look kinda like a stalker. (laughs)
Q: Viktor's response to Yuri's skating in ep7 was quite something. (laughs) Kubo: I made sure to include many moments that lead up to it so that it didn't feel out of place, and when the emotions were running high... I decided to strike. (laughs)
Kubo: The director and I decided at the very beginning that Yuri not winning gold might make for an interesting narration.
Kubo: So we decided he should fail his SP a bit, but earn a satisfying score through his FS to keep things exciting.
Kubo: Yurio won, but the result didn't satisfy him, which will give him motivation to do even better next time.
Kubo: Yuri wanted Viktor to stay by his side as his coach, but was very aware that he can't hold him back. And so, he decided to "end it".
Kubo: After Viktor becomes his coach, a new emotion is born within Yuri - the need to show someone else's existence through his skating.
Kubo: It's what the director and I wanted to do too - to show how right and wonderful our fictional world and its story is through our work.
Kubo: For Viktor, Yuri's someone who needs him in a new, fresh way. He's incredibly happy about the bond they share.
Kubo: Viktor thought Yuri would need his presence from now on, too, so when he was told that they should "end it", it came as a huge shock.
Kubo: Viktor's capable of saying some awful, awful things, but Yuri's no better. (laughs)
Kubo: When writing the story, even we ourselves kept thinking how we want to see more of Yuri's skating and interacting with Viktor.
Kubo: Thanks to the people around him - Viktor, Yuri, Yakov, Lilia, Yuu-chan and, recently, Otabek - Yurio started changing for the better.
Kubo: I want Yurio to become someone who can be frank about needing and being needed by other people.
Kubo: In the last episode, Yurio was filled with strong emotions - he wished for Yuri to continue his skating career.
Kubo: It sure feels like couples just keep popping up around Yurio. (laughs) It even feels like Yakov and Lilia might get back together.
Kubo: I'm sure Yurio will continue to grow through his interactions with other skaters, so this is definitely something to look forward to.
Kubo: I'm not saying Lilia&Yakov WILL get back together, but it feels that way. (laughs) Then there's Viktor and Yuri, acting the way they do. And Mila's kinda starting to be into Otabek. So it's kinda like, "Please don't forget about Yurio, everyone!" (laughs)
Kubo: JJ was mean to Yurio because he was a newcomer to the senior league - his teasing was supposed to be like an initiation rite.
Kubo: I was really happy that in the end many people felt bad for JJ and started to like him after his failed performance.
Kubo: I adore all characters on the show and would love to see what the future is holding for them.
Q: What was the most memorable scene for you, or one you are glad to have seen animated? Kubo: The last scene of episode 7.
Kubo: The last scene of e7 influenced the flow of the show and left quite an impression. I'm glad I portrayed everything that lead up to it.
Kubo: I got some incredible feedback via Twitter on the ep7 scene. Fans from overseas kept thanking me for some reason. (laughs)
Kubo: I found it funny that overseas fans kept asking for a confirmation regarding ep7 scene - the Japanese fans didn't seem to need any.
Kubo: I can't do anything on my own, so seriously, nothing has been decided about the eventual continuation yet! (laughs)
Kubo: If I could, I'd love to continue repaying the happiness YoI's world brought to my life by working on the show as long as I can.

Kubo on Yuuri’s retirement decision: “it’s important to be able to come to the conclusion of 'I want to keep fighting for this’ on your own and this idea gradually develops from the relationships you have with others.” which is why we heard so many perspectives in ep 12. We heard Yuuri’s thoughts about them (Yurio, JJ) and how, as his relationship with them changed, so did his choices change thru the episode.
Kubo: “on the ice, you’re only one person. but I wanted to convey the feeling of moving towards a dream that you can’t imagine on your own"
Kubo: “by having Yuuri experience those feelings, & by having that sort of relationship and existence, Yuuri could also convey that feeling to those around him.” just as Victor said, Yuuri had no idea that he didn’t give just Victor Life & Love, he gave them to many others. Everyone sees the story through a different lens for a future they want to believe in and we’re not going to stop that”
Kubo: “at one point Yurio probably thinks ‘I don’t want to be pitied, so I’ll do my best to bear everything on my own’."
Kubo: “I hope Yurio will be able to become more frank about asking from others, and also those who in turn need him.”
Kubo: “Yurio also has a strong desire for Yuuri to continue skating & it’s very evident in the finale. but we chose not to use direct words to convey that, but by watching the way he behaves, you will see.” Kubo has a lot of confidence in Yurio’s growth in the future."
ah the famous line from Kubo: “their existences became so irreplaceable to each other, Victor & Yuuri were unable to think about separating”
The story really was never about Yuuri wanting to overcome or surpass Victor. it was about the importance of your relationships with others
